Production and Conduction of a Talk Show Program on National Television 

(Activity under 2.3.2.2 Talk show on National Television in Nepal)

Terms of Reference (ToR)

A. Background: 

Feminist Dalit Organization (FEDO) was established in 1994 with the aim of empowering women in general and Dalit women in particular so that they could raise their voice to get their entitlements. Since then it has been implementing several projects with the support of different international donors and partner organizations. As per the need of community and experience of FEDO, the project has designed to support and empower civil society in protecting and promoting democracy, human rights and fundamental freedoms in Nepal. FEDO has been implementing the project Named “Our Voices Our Choices (OVOC): Women and Youth for Democratic Civic Space” (HAMRO AAWAJ HAMRO ROJAI Project) in the partnership of Plan International Nepal in Kalikot.

Overall Objective of Project: To support and empower civil society in protecting and promoting democracy, human rights and fundamental freedoms in Nepal.

Specific Objective 1: To enhance inclusive civic action through co-creation of a multi-country resource hub that facilitates the enlargement of civic, democratic and civil society space.

Specific Objective 2: To support and capacitate youth/women-led CSOs to participate as rights holders in national/regional/global-level efforts to reclaim and protect civic space and civic engagement. 

Specific Objective 3: To hold duty bearers, especially policy makers in Asia, accountable to their responsibilities towards protecting inclusive civic space.

Objective of Talk Shows on National Television:

The main objective of this Talk show is to once again open a discourse around importance of Civic space in the context of Nepal. This is important to address the issue of shrinking civic space not only in Nepal but across the world. The civic space will be focused particularly for advocating on the issues of youth and women and their participation as active and responsible citizens. The discourse will need to include information about Civic space and Democratic Space and its current usage and utilisation in the context of Nepal. . This Talk Show will be pivotal to ignite the sense of ownership among citizens (especially youth and women) to claim for civic and democratic space in Nepal and also highlight the actual picture of Democratic Civic Space in Nepal. The Show will also be dedicated to sensitize local, provincial and federal level government to ensure that the citizens have right to voice and express their opinions and should be able to It will help to explain the role of local, provincial and federal government to create Civic and Democratic space for Women and Youths. 

Specific objectives of the Talk Show:

  1. To discuss on the Nepal's commitment to international and constitutional arrangement in protecting and promoting human rights, Human rights, HR accountability, right to express and claiming the Civic Space with HR influencers, women human rights activists and youths. 
  2. To discuss on the current stage of civic and democratic space in Nepal analysing strength, weakness, opportunities and challenges. 
  3. To spread message on significance of civic and democratic Civic Space for women and youth for equal development and sensitize government to make affirmative action's to promote open civic and democratic space. 

Scope of Work

The scope of the Talk show will help to create a floor to discuss on the HR accountability, right to express and claiming the civic space. The show will include interview with duty bearers (local to federal level), right holders, influencers from youth and women. And also this talk show includes voices from ground level (beneficiaries). This talk show will help to raise voice to create Civic space form national television. It will be a platform to create topic/sensation on civic and democratic civic space on media.  

Methodology

Desk review should be conducted before the show could help to make the show more entertaining and effective. 

An inception report with details on the content of each show will have to be submitted to FEDO/Plan team and agreed upon. 

The television team is encouraged to come up with creative ideas/modality for the Talk show with reference to the TOR. It will ideally be an interview base show but the presenter can make it more creative using other methodologies including interview. (Usually recorded)

B. Terms and Condition:

The Television team is expected to fulfill the following roles and responsibilities for the Talk Show: 

  1. Develop a formal script of first show and share with FEDO and Plan team. 
  2. Consultation  with the FEDO/ Plan before each show presentation. 
  3. Television should provide all the episodes to the FEDO/Plan  after the show release. 

C. Total Time period of contract:

  • 10 episodes within the period of five months. 

D. Contract Cost and Payment Terms:

  1. FEDO will deduct TDS at the time of payment under the prevailing Tax Rules and Regulations of the Government of Nepal.
  2. The payment will be made after the release of each episode.

The consultant will work under the direct supervision of the FEDO team and provide updates on each episodes of the show.

F. Deliverables/ Expected Product:

  1. Total 10 shows develop and broadcaste on National television and re-post on social media platforms.
  2. Reports of the talk show program video after the show release. 

G. Required Qualification and Experiences:

  1. The Consultant must have 10 years of work experience in TV Talk-show, Video production in the developmental themes/issues. 
  2. The Consultant must have knowledge and expertise of working in the context of Dalit community, Dalit women and youth generation related issues. The consultant must have at least 100 episodes of TV Talk-show production and broadcasting experience on related issues. 
  3. The Consultant must have required equioment and studio for the TV Talk-show and video production.FEDO will not be responsible for any other equipment. 
  4. The Talk-show must be broadcast through a National level television. 
  5. The Consultant must have knowledge about Civic Space, democratic space, Rights Based Approach, political participation and empowerment of the youth, Dalit women and marginalized community people. 
  6. The Consultant should have an adequate understanding of UN Mechanism, Civic and democratic space, human rights, justice, democratic governance and the social and political dynamics in Nepal, including the rights of Dalit women and Youths. 
  7. The Consultant must have good knowledge of political participation, representation and empowerment in the perspective of GESI. Additionally, the team/program producer/presenter will have enough understanding of the dimension of caste and gender based discrimination issues in Nepal.
  8. The team should be well balanced in terms of expertise.

H. Ethical and Safeguarding Children and Young people Statements:

FEDO and Plan International recognise that violence against children and young people is prevalent throughout the world and in all societies. Violence against children includes physical or mental violence, injury and abuse, neglect or negligent treatment, maltreatment and sexual abuse. In addition, children and young people may be vulnerable and at risk due to reasons of gender, sexual orientation, ethnic origin, disability and age or illness. Plan International is fully committed to ending violence against children and acknowledges that we have a duty to promote the gender responsive safeguarding of children and young people and particularly those with who we work or are in contact.

Plan International’s Global Policy- Safeguarding Children and Young People emphasizes the safeguarding of children and young people who come in contact with Plan employees, volunteers, partner organisations and individuals, including consultants, who are working on behalf of Plan International. This is regarded as strict global compliance issue and has to follow it mandatorily. In this respect, the consultant should include statements in the proposal on how s/he will ensure ethics and safeguarding of children and young people during the commencement of the assignment and during the field work. The consultant should also specify other ethical protocols to be followed during the due course of the evaluation/study/research. The consultant is strongly recommended to take written consent of the respondents and/or children’s guardian before taking photographs/interview and ask if their photographs, verbatim or case stories could be used in report for public dissemination. Such consent must be documented and submitted to Plan International Nepal along with the final report.

Further, the consultant should responsible to take ethical approval from the concern authorities which need to take ethical approval before data collection.

Interested consultant who meet the above requirements should apply by submitting their Expression of Interest with short proposal and Rate of per episod in sealed quotation including a concept of the show to the Procurement Department of FEDO with subject line “Talk Shows on the National Television in Nepal” before 21st July 2022 at Feminist Dalit Organization; Head Office, Kupondole-Lalitpur, Phone No:01-5520982, 5543986. Only sealed quotations/applicants will be contacted for the next stage of EOI selection process. The quotations send by email will not be entertained. All selection rights will be reserved with FEDO.
